Business Guide to Qinhuangdao Oilport

- Cargo owners (principal of port-related operations) may entrust
Combined Port Freight Agent with business negotiations and conclusion
of service agreement with the corresponding business departments
of No. 1 Port Company of Qinhuangdao Port Authority or undertake
the above operation by themselves.
- The principal shall go through Customs procedures and Maritime
Affairs Bureau-related procedures by themselves. If necessary,
they may entrust Import and Export Commodity Inspection and Quarantine
Bureau with the above procedures.
Main Maritime Affairs Bureau-related procedures:
Declaration on Safety and Fitness of Dangerous Goods
*Carriers or their agents also need to fill in Declaration on
Carrying Dangerous Goods.
Main Customs procedures: Customs Declaration
- The principal shall sign an agreement on port operation at
the operation business window in the business hall of Qinhuangdao
Port Authority. Upon approval of the agreement on port operation
by Business Department of Qinhuangdao Port Authority, a mooring
plan will be made and fulfilled by No. 1 Company of Qinhuangdao
Port.
Cargo owners or principals shall present the following relevant
documents at the business hall:
(1) Service agreement: including name of the cargo owner, name,
quantity and volume of the commodity, port of destination, date
of shipment, application for handling operation of dangerous liquid
chemicals, directions of the physical and chemical properties
of the goods and safe operational procedures, as well as relevant
information concerning the vessels which reach Qinhuangdao Port
the first time;
(2) Customs Declaration and Application for Import and Export
Goods;
(3) Declaration on Safety and Fitness of Dangerous Goods£»
(4) Declaration on Carrying Dangerous Goods;
(5) Warranty of Credit Status
- Settlement of Account
Settlement of account is to be carried out in the business hall
of Qinhangdao Port Authority as per Service Agreement.
